I don't know.  If you're "down" then you're implying that there is a positive emotion attached to whatever you're down with.  You desire to be involved in whatever activity is being planned. 

Frowns are negative, using it in the same sentence kind of produces a paradox or an oxymoron.

Fail in my opinion.
