Too many lobbyists oppose hemp. Wild grown hemp in the USA would kill the DEA's clandestine marijuana eradication program. Wild grown hemp would kill the outdoor marijuana operations in the country, because they would all be full of seed. The powerful Ag lobby (read:ADM) is against hemp, only farmers are for it. Even cotton farmers are against it. The timber industry lobbyists are against it. Face it, too many industries compete with hemp and have chosen to go the route of government regulation to keep from competing fairly.
I know the secret to domestic hemp production.
Clandestine genetic research that creates an heirloom hemp plant that produces 0.0% THC that passes a statistical p-test(99.95% of all plants have 0.0% THC). Who ever guessed that the secret to getting hemp grown would be a p-test lol!
The DEA can bust anyone they want to growing this new hemp strain, but the courts will inevitably rule they have no jurisdiction, because the plant contains no controlled substances.
This is why NIDA and the DEA prevent research. Research will create a plant outside their jurisdiction and put them out of jobs.

Pretty smart, sounds possible, but wicked expensive.
We could also hound our state reps to pass H.R. 1009...
Anyone know where to find viable bulk hemp seed?

I don't know where to find viable hemp seed, but I found sterilized organic hemp seed for $100/25lbs. Thats pretty pricey.
The grower/research firm that did this could recoup R&D costs by patenting the strain. It would at the very least prevent other people from selling your seedstock. You could not enforce the patent on farmers using seed for next years crop.
I don't see that bill ever passing.
