They can bust you with a seed, even stems..why would it be legal to possess a leaf? it still contains THC, but not as much..

processed hemp is legal, so at what point does it switch from illegal to legal, I'm looking for anyone who is more clear on the law
it's pretty hard to find info on this stuff

I wonder if it's possible to obtain a hemp leaf for like say educational purposes at a college. Say preserving a leaf inside of a glass case along with leaves of other similar species from the same plant class/order/family or whatever it'd be in.
Also the switch is the hemp itself isn't illegal, THC within the plant material is. If your plant is completely 100% free of cannabinoids, then it's a legal plant, and you can grow millions without anyone doing anything about it.

in the us, you are wrong. The cannabis plant is illegal as well as the THC under federal and most local law.
To have a leaf you'd need a DEA permit... same permit to have heroin.

So all hemp processing, not including seeds, has to be done outside the U.S.?

Well under the federal law, marijuana is a legal definition. It does not include the parts of the plant that are used to make hemp. Processing can be done in the united states provided nothing meats the definition of marijuana.
Seeds are marijuana until sterilized
I'm also not sure what kind of administrative bullshit the dea is trying to pull at the moment. They recently got bitchslapped twice by the ninth cir (a few years ago) when they tried to expand the definition as posted below by including things expressly omited. Don't know what they've been up to recently
Marijuana is defined thusly by the law:
