I think it's a french-canadian thing.
it's very simple, so the quality of the 3 ingredients is important.
you need good fries, good gravy, and good cheese curds.

Have cripsy fries. Not too crispy, but not extremely tender either.

Cheese curds have to be fresh. Like "out-of-the-cow" fresh. XD Make sure you put some at the bottom, middle and on top of the plate, or else you're gonna be stuck with no cheese at the bottom.

The sauce is brown gravy. Any kind will do I guess.

You can also add sausages and meat sauce on top instead of gravy, that's what we call an italian poutine.

Well said man, alot of places dont put the layers of cheese, it reeally does suck when u get to teh bottom n theres no cheese or gravy.

too much gravy or too little gravy will ruin the poutine, you need just the right amount.

They're called something different in the US, I don't remember the name.

via the wikipedia article:

Outside Canada, poutine is found in northern border regions of the United States such as New England and the Upper Midwest. In Maine and northwestern New Brunswick, poutine may be called "mixed fries", "mix fry", or simply "mix",[citation needed] although the term "poutine" has been gaining in popularity in recent years.

The word "poutine" itself is french slang for "weird mix" hahaha that's awesome!
