In addition the ignore feature doesn't exist so that people can break rules and those who are offended/annoyed by it have to adjust their Shroomery.
If that was the case then people could come in here and, say, scatbomb the fuck out of some threads and the mods would say "If you don't like them just ignore them."

You can still ignore the threads he makes, you can just hover the cursor over the thread link and get an idea about the thread, and choose to go in it or not.

I agree though, a mods duty is to enforce the rules, I'm just talking about personal beef.
