No you don't have to pay for it, it's shareware. This thing will pop up every time you open it reminding you to register, it gradually stays up there longer and longer... Registering does cost money though.

Where does it say that it is illegal? Wouldn't there have to be a disclaimer of sorts?

You have to add irc.shroomery.org to the server list, then connect to it.
