An unhealthy person is far more likely to overuse a drug like meth, and experience extreme and unwanted effects from it, especially if the drug isn't pure. It doesn't really make sense for people to think meth is unhealthy when it can't possibly be unhealthy when it's pure, because the only reason someone would experience unwanted effects from pure meth is if they used too much or they were physically or mentally/emotionally unhealthy.
