I'd imagine with that information you could apply for credit cards and use them without the other persons knowledge if your good. You could make a fake ID from their info and use it to cash their checks, or buy weapons with. As far as destroying credit idk but the info could defiantly be useful for someone trying to acquire certain things.

Plus the process of catching an Identity thief is very long and grueling. My mom had her identity stolen back in '99, they found out who the person was making the charges on bogus cards, but still to this day they have been unable to arrest this person. She did after a few years get her credit repaired but it was pretty shitty, especially considering you know who it is, and you know their doing it to someone else right now. But you CAN'T DO SHIT.

You could, but...
I work at a company. Small company. Actually a shit heel mickey mouse outfit. However, we're required to have the kind of technology to see who called who, when, where and why and trace everything back to a recorded phone coversation, keystrokes on the keyboard tied to that client file, the number that they called in on, etc.
So, if other people are required (sarbanex oxley guidelines) to have the same kind of logging. Then I'm pretty sure that once they found out, and it was reported, then they could pull the database logs and see that you called, get your ANI data from your caller ID, do a reverse lookup, archive your voiceprint and even give the original defendant a copy of your recorded voice online so they could id the voiceprint. And if you try to do it over the net, even from a coffee shop, u r dumb.

I think he's saying that just for the pure fun of it, he'd release this information annonymously online so that someone who is more experienced would take it and have fun with it.
It wouldn't put him at risk, he's just asking if it is really that morally wrong.
My opinion?
Ever heard of SM? Add a little spank to your sex? A little pain is worth the pleasure.
Release that info! (Hell, release your own info if you're bored and want something to do.)
