Alright, here is the final draft as of right now
Testimony for SJ 20 Proponent
Dear House Chairman and Committee, I am writing this testimony in favor of passing SJ 20 for many reasons; however I will illustrate only on a few key topics in expedition. Because I could not make the drive from Kalispell, I apologize for any redundancies from previous proponent speakers.
To begin, the big umbrella for hemp is the verity that science proves hemp is not psychoactive. Expounding on this, it is like comparing the psychoactive Cannabis Indica to non psychoactive hemp as a tobacco plant is to a tomato. In fact tobacco and tomatoes are close cousins, and believe it or not tomatoes contain traceable amounts of nicotine just like hemp contains miniscule amounts of THC.
Next, there are economic and environmental advantages of harvesting hemp over trees. Cultivating hemp requires a fraction of resource consumption than industrial logging, which would save our state money as well as offer employment opportunities to those affected by the decline in demand for timber products. I am not arguing whether we should log or not, I am stating that we have alternative ways other than just logging. Hemp can be grown by Montanan farmers right in their backyard and shipped to a processing facility down the street. Hemp is renown for it's soil building properties and it's usefulness as a cover crop to heed erosion as well.
We cannot forget that our Founding Fathers cultivated this important cash crop to be used in everything from clothes to rope to food and to the sails made of canvas for the ships that carried people to America. They would be in dismay to learn how modern times shun a once necessary plant. We are not alone in the attempt to regain this right to grow as North Dakota fights to sow and Canada has demonstrated the success of hemp for the last decade.
Finally, by passing this bill, you are opening Montanan farmers options during a time with a foreseeable economic depression on the horizon. Let's have a leg in before the door shuts, and before we as Montanan citizens are rushing for solutions. By renouncing this bill, you are denying the livelihood of our farmers and our state. Imagine if we legalize hemp before other states do because we'll have the mass production plants to turn those hemp fibers into hemp goods. Then once other states allow hemp production, they can send it to our state for processing which creates revenue. Sometime in our future this nation will bring hemp out of the shadows and Montana should lead.
In conclusion, the possibilities of hemp range from food, textiles, biodiesel, cellulose for insulation, large scale employment with construction/refitting, less pollution, tax revenue, a sense of pride, and so much more. Let's turn around outdated laws and validate our sovereignty as the State of Montana. Please stand behind this bill as a proponent for a better future in Montana. a little extra praise for you, that last paragraph will leave the legislators a little something to think about regarding the introduction of new industry into the state... well done

Very nice. It's quick to the point but with enough substance. Perfect for politicions. It's not necessary, but I think a nice point to go with how important reverting an outdated law. is to point out during the world war, it was revoked and mandated that they produce hemp for its superior rope and soldier wear.

Well it is now shipped off to forever be in record and accessed by whoever at any time.
So, thank you everyone who helped me make this happen. I brought the wood and we built a house. I feel we have a good shot at passing this bill from committee to law before the end of April, and a future full of hemp.
