In this context "even" means "without striations" or the opposite of striate.

According to biology.com "even" is defined as "Without an irregularity, flaw, or blemish".
In mycology, it is also sometimes written this way, "striatulate when moist, even when dry" or "even to striate when moist".
In this fashion, the word "even" is in juxtaposition to "striatulate", this should make the intent for contrast between the two quite clear.

I have to agree with Danny. They do seem to resemble the only picture I've seen of quebecensis.

Yeah, what's up with that? I don't live too far from the Jacques Cartier river system and I've been looking for more info including pics of quebecensis. Hard to find. I'm hoping the range is a little broader than currently published.

I'd look in ravines along the river in sandy/woody debris.They probably do go beyond their known range.
Just like alot of other mushrooms.

I ruled out Psilocybe quebecensis because the stipes are brittle in that species, like all psilocybes in the section Aztecorum.. The stipes on this find appear flexuous, a trait of the section Semilanceatae.
Also with P. quebecensis, the base should be furnished with long conspicuous rhizomorphs and they will grow cespitose.
