Ditto to the above. One finds that sometimes it just takes time for pin formation. Increase your odds and cold shock.

I second the coldshock, the fluff puff usually means the humidity is a little high.

If I have this right. . . .your mushroom cultivating fox that you keep close tabs on would then recommend letting the casing layer grow out (5 days or so after casing) , THEN cold shocking for aprox. 12 hours.
