If understand grain, and I don't have all that much experience, I think it needs to either be soaked in the water for an extended length of time (24 hours) or simmered. But you may be fine and I'm just a dumbass.

Some small clumps don?t hurt. I have them always too.
If you would want to prepare millet entirely without clumps, it would be too dry.
