because the shutter opens longer than the duration of frames in the show most tv animation is running at like 25 frames per second if the shutter was open for 1/8 to 1/4 of a second, or even as much as a second due to the visible low-light of the room (the white balance skews redder in lower lighting and bluer in brighter lighting) then the shutter opening and closing will have different portions of the frame obstructed for different fractions of a second so some frames are caught on the tv screen, and some different frames are caught in the reflection
in a really high light scenario where the camera shutter may be moving at 1/500 or 1/1000 of a second you are a lot less likely to encounter this
so it's not per se an image capturing the relativity of light photons being in different places at the same time it's a function of the technology serving to capture different light photons in different places at marginally different times

Weird anomaly. It looks washed out so the shutter must have been open for a while, but to see two sharp images like that is quite unusual.

yeah, it is still definitely a cool effect mostly caused by both the screen and the reflection on the table serving as light sources
to me, the most interesting aspect of it is it shows how the human eye is simply not used to actually gauging small changes in the fraction of the second range every second of Rick and Morty that you watch, your eye is viewing 25-30 different still images and interpreting the speed of their presentation as a fluid motions but the camera can actually isolate time to smaller fractions than that, so a camera can ensure that only a single image is captured via having a shutter speed faster than the shows frames per second but there is a bit of a human tendency to believe that a camera always does so due to the still nature of the final image, and this is an example of it not
