Hey I wanted to give my FC some new damp perlite and I was wondering can I already use the perlite again thats in there? Can I just take it again and run it under water and dampen it and put it back in there? Or do I have to use fresh new perlite from the bag every time?

Yes, you most certainly can. You may want to santitise/sterilise it by boiling, pressure cooking or baking it in the oven, but it is not necessary every time.

you can sanitize it.
put your perlite in a 5 gallon bucket(s)...
pour a little bleach into that...
top off with hot water from your bath tub...
run your hands through the perlite and mix it up good...
then let it sit for awhile.
drain off.
add more hot water...
run your hands through the perlite and mix it up good...
then let it sit for awhile.
drain off.
repeat the above mentioned steps until the bleach smell is pretty well gone...
your done and can re-use it.
Or if you don't want to deal with the above...
just throw it away and use new perlite.

I was just going to take it out and put it in a collander and fill it up with water and drain it out so it is nice and damp again. So if I want to re use it I HAVE to sterilize the perlite? It's a must?

It's a really good idea to clean out your fruiting chambers after a few grows.
Cleaning or replacing the perlite is part of that process.
