Is guilt a genetic thing (like a a natural emotional response) or a cultural construct - a result of the moral values society has thus far defined?

well, i don't think someone just made up guilt one day, so it's probably innate. imo.

Guilt is a natural emotional response that is "molded" by the moral rules society places. 

You should look up something called Social Contract Theory.  Very interesting stuff there.
