What are the signs of Proxy?

When someone PINGS OUT 180-181 what does that mean?

When someones connection resets by peer what does that mean?

idk about the first two but when you see 'connection reset by peer' is if the server determines that the socket is no longer good and closes it from its side.

IRC server sends a ping request to the client with a timestamp, and the client sends back the data to detemine the latency/lag.

If your power goes out, or computer crashes, your connection will typically stay active with the server, and after 180 seconds of waiting for the last ping reply it will force you to quit with a ping timeout.

This can also happen if your internet connection is severely lagged (i.e: 3 minutes!)

And as SheerTerror said, connection reset by peer is when the serverside closes the connection.

Not sure what you mean by signs of proxy. You can try to connect to someones IP on a default proxy port to see if they are running a public proxy. There are some scripts that do this for you, and some IRC servers do a proxy check on startup anyways. This is pretty obsolete in detecting if someone is using a proxy though.
