Problems using an HDTV for a monitor

I've good up my 42" Panasonic 1080P plasma up to my ATI 4870 video card and it works except the image is too small and there are black bars surrounding it.  I used to scaling tool included in the catalyst control center to make it bigger but it's not exactly an exact match and I get a shitty moire effect. 

Anyone know how to fix this?  My display is already set to 1920X1080 at 60Hz

If the tv is showing it in a window then I'm led to believe the card is not outputting at 1080p. How do you have it set up? Are you extending your desktop onto it (so you have 2 monitors) or using it as your primary display. Check in the settings tab under display properties and verify it's set to 1920x1080 and I don't know how to do it with your tv but check what it is outputting as well. I can't see any reason that the videocard or monitor would shrink a 1080p signal.

It's my primary monitor and it is set to 1920X1080

Can you verify from the TV that it's receiving a 1080p signal? Normally there's a way you can get it to display the resolution that it's at.

The only other think I can thing of, which I'm thinking you have already tried, is to make sure scaling is turned off in the Catalyst Control Center. I can't remember what the option is off hand but it should be pretty obvious. You don't want it to scale anything since it's at your TV's native resolution. As long as that's off and the display is set to 1920x1080 then I think the problem lies with the tv, not the PC. Try updating your drivers if you haven't just in case but I doubt that's the problem.

This won't help resolve the problem, but have you tried setting it to a different resolution and seeing what happens? This could maybe clue you in to what the TV is doing with the signal (provided that's what's causing the problem).
