Okay, let's review what the mycellial network is looking for here. First, humidity. Is your friends plastic cover doing the trick? Are there water droplets on the underside of the tarp? Assumming your'e in North America (which I realize is not a given) temps are starting to drop and the humidity is getting lower and lower. Also, yes, the black plastic may very well be blocking out enoguh light to prevent the mycellium form producing cAMP (the fruiting hormone if you will), Also, this out door patch, what strain are you growing and on what? Is this a wood chip covered patch, soil, compost? We're going to need a few more specifics here if you're looking for an answer.

I think that the shrooms dont know which way to grow because if its black, its blocking out sunlight hence not letting the mycelium know which way is up. Just what i think im not a genius but that my 2cents

Take that blanket off and water daily. If possible put some dead leaves on top of it.

The black plastic could also be causing excessive temps in soil . When gardeners want to sterilize their soil with out chemicals , they dig up soil , moisten cover with thick plastic and wait a couple of weeks (or more) , this kills off weeds grasses and fungus . I would remove plastic especially when sun is making contact with it .
Good Luck
