you can't do it on my phone either...i think it has to do with the fact that the companies that sell the service want you to buy ringtones from them for outrageous amounts instead of using your already stolen music.

I've never run into that. Every phone I've used can have a custom ringtone and wallpaper. My two-year-old Samsung E730 does it just fine. I had to make the wallpaper the right size, but that was it.
Mind you, I've never used an LG phone so I dunno. But Samsungs and Nokias are quite customisable.

not my samsung...it won't let me set mp3's as the ringer. Never really tried the wallpaper from an external source, as i just use stuff I take pics of with the phone.

If it's an older samsung it will accept .wav files or midi files after converting them to an MMF. The advantage of doing this means that the phone can vibrate at the same time as ring (something that samsungs from a certain era normally can't do).
I can't use a custom sound as the SMS tone though which really annoys me.

Im pretty sure some phones that "cant" use mp3s because the provider has locked the option out can be hacked in some way to allow you to do so. Google is your friend.

Its not that your phone can utilize those formats... It's that verizon has crippled your phone so you have to pay them money to transfer files to the phone. I'm not sure how hackable LG phones are, but I've "hacked" Motorolas before to bypass that garbage.
