I bet they did away with that program when the nuke was first put on missiles.

There is a theory out there that the real reason for the Cold War was to make sure we had a nuclear arsenal large enough to effectively make our planet uninhabitable in the event that we were invaded by ETs. They figured if we couldn't defeat them, we could at least ruin the planet so they can't use it.

Here's four theories which I enjoy to spin my head around.
One is that alien beings are all around us, existing here in our local fabric of space but are of a hyperspatial nature. We do not perceive them ordinarily because our typical five senses are designed to only receive information of three dimensions. The flatland analogy comes to mind here. It's like being a line trying to conceive of height. Height exists, and people of height exist, but if you're a being of two dimensions, you simply do not see it. What you might see is a limited cross section of the hyperspatial object, and to a line a complex thing such as a human body would appear to be very very strange indeed. Perhaps this is what DMT entities are all about, or dreams, or any other experience that we experience as weird and alien. Maybe at these moments we just happen to be intersecting briefly with higher dimensions, and encountering distorted shapes of living beings that at the end of the meeting defy all our common language.
Two has to do with the electromagnetic spectrum. We know that of all the energy flowing through this universe, we can only perceive a very limited range of photosensitivity, or what we call visible light. What lies outside of our reality tunnel can only be picked up using the right technological instruments which allow us to translate extrasensory energies into information of visible light. Kind of like the theory above, except reversed, in this case UFOs and alien beings are the ones intersecting into our field of vision. UFOs have been observed disappearing instantly from our UV cameras. Well it could be explained as a simple shift into a different area of the electromagnetic spectrum. Rather than it being of a hyperspatial nature, in this case it's a phenomenon of cycles per second.
The third I would ask Terence McKenna about. I think he described UFOs as being leaks into history, ripple effects of an object or event that is so temporaly powerful that it leaves a trace of waves that can be felt by us as we are moving toward this singularity, kind of like gravity, a mass so big that it affects its surrounding space, in this case it's affecting time.
Of course there's a forth theory, and that is none of the above. Maybe it's something so profound I cannot even imagine imagining it. Perhaps it's nothing at all and it's all just a symptom of experiencing physical birth or something like that. Coming out of the mothers womb into this world and seeing these weird alien beings we now know as doctors. Maybe it's all just an impactful memory we don't understand..
Yet again, belief is very powerful. Who knows, who knows..
