Germinate a bunch of seeds and pick out ones with mutations?
Grafting plants can make mutant-like hybrids.
Otherwise you probably need an advanced degree in genetics and access to a lab.

I looked into this myself a few years ago, but didn't find any easy answer. You could try exposing plants to a mutanagenic chemical. A nice thing about mutations in plants is that, unlike animals, mutations acquired during the life of the plant can be passed on to offspring, so that you won't necessarily have to wait for seeds to see what you've done.
It won't give you real mutations, but you can get plants to do some crazy things by giving them growth hormones like gibberellic acid. These are cheap, easy to get and safe, unlike chemical mutagens.

Animals can and do pass on to offspring, and I can't imagine its any different mechanisms than plants... damaged gametes=damaged offspring

I mean mutations to somatic cells that show up in the phenotype. Plants don't have a segregated germ line, so mutations in somatic cells can be passed on if these cells go on to produce gametes. I should have been more specific.

Radiation. I think far UV can work. I think some mutant strains of E. coli (some of which are now used as host strains for recombinant protein production) were produced with UV light (IIRC).
It's also a funny thing about genetically modified crops. The kind of genetic changes done today are rational and directed alterations. GMOs have been used as foods since the 1950s, when seeds were simply exposed to radioactive substances.
