So after posting a few ad's on the local sites for free poo I have finally got a reply.
Although she seems a bit nosy.
Here is the email I received:
"are you looking for horse manure? I have plenty you can have for free. I'm in (*radio edit*). But why exactly do you want some???"
How would you reply to this, as she is already a bit skeptical?

You need it for some gardening purpose....or even for growing mushrooms (non-actives of course). People give out manure all the time, there shouldn't be anything sketchy about it. If for some reason she is being strange, go through someone else. ~Pixie~

She probably doesn't want some nosy kid coming to get it, and then going and using it to terrorize people.
Just say you have a garden(or your mom has a garden), or you need it for mushrooms. Personally I would stay away from the mushrooms if she is a nosy bitch she might say ohhhh you're one of those guys from the shroomery.

I went with the mushroom bit as Psuper suggested. Here is a copy of the email I sent her. I don't think she will question this:
"Debbie, Thank you for your reply. Yes, horse manure is what I am in need of. Like the add said, I need it to be dry, free of any cedar, and free of any bedding. My wife and I use to get it from a little old man out in (*radio edit*), but he passed away recently and his children sold the estate. 
Why exactly do I want some you ask? My wife and I grow our own mushrooms, and horse manure is the best substrate a mycologist could ask for.
We grow :
3 different species of Agaricus, which are known as Button Mushrooms
4 different species of Pleurotus which are known as Oyster Myshrooms
And of course, Portabella Mushrooms
If you would be kind enough to allow us to have some of your manure, it would be greatly appreciated.
Also I am willing to deliver some fresh mushrooms in the future in exchange."
The little old man story is true. R.I.P he was a cool old dude.
I think she will be happy with that.

I'm sure after the Timothy McVeigh incident, laws and screening processes behind those who purchase things like manure have changed, and I'm sure 9/11 made things even worse. I haven't researched this, but I'd put money on the fact that after 9/11, enforcement can probably go after sellers of things like manure if it were a key ingredient in bombs, if the seller just blindly sold the ingredients without at least asking.
She's probably just covering her ass. I would do as the others suggested, and mention gardening or something equally believable - keep it short and simple.

Mission Accomplished.
She emailed me back saying that with 13 horses, I should be able to find as much as I will need.
She also stated that she isn't much for mushrooms, but a 6 pack of beer would do the trick.
I would say she is safe.

you dont have to be too picky, if it has hay or straw or wood chips it wont be much of an issue, not too difficult to sift it out if you're inclined, if not, leave it in, I never had a problem. the cedar is an issue, most people wont use it in a stable because it causes respiratory problems with horses
check your phone book for stables, they're always willing to give up the poo, saves them the hassle of paying to have it carted off, when I was in atlanta I actually got some from the police stables a few times and the atlanta zoo as well

last time i was in a health food store buying brown rice flower she must have been bored drove me crazy with here questions. I was like I DONT KNOW the wife sent me up here lol.

I would have just told her, "I eat the shit, I smear mustard on it and I eat it." 
I had a fella ask me why I wanted hydrated lime. I told him that I was conducting scientific experiments on a theorem of mine and he would have to wait until I was published before I was able to talk about it. Should have seen his face! He didn't say it out loud, but his facial language said, "WTF?". He was very helpful.
I honestly don't think that buying some lime, or a special light, or three large bags of perlite, cause anyone to think, "Hey, I bet this big long hair, is trying to grow some illegal mushrooms! I better call The Man!"
I mean, they sell out of perlite every week, and unless I'm WAY off, the three old timers who were getting it when I was are just planting some azaleas.
