I have two partitions setup. I installed vista on the first partition which is like 120gigs, then i made a 20gig partition and installed XP on it. Now it will only boot to xp..What program can I use to boot to either os.

With windows on both partitions, you don't need any additional software.  The boot.ini file needs to be updated to let you select which OS to boot into.

start->run->msconfig
Look in the boot.ini tab

Another way is to right click on the my computer icon in the start menu and select properties.  Go to the advanced tab, click the startup and recovery settings button (towards the bottom), then click edit.

Another way is to start->run->cmd and type bootcfg at the prompt

All of the above assumes XP.  Vista, of course, is different... you are on your own there, as I don't touch it.  Here is more on Vista's "BCD" http://www.microsoft.com/whdc/system/platform/firmware/bcd.mspx

If you want to get out of the windows world, I would use GRUB (free / opensource).  You will need a very small (as small as you can make it) partition at the start of the hard drive.  This holds the GRUB boot loader which can boot about anything... including MS crap.
