Best type of IRA investment for inexperienced people?

What type of investment would you recommend for someone who's not experienced enough/doesn't have enough money to build a portfolio of stocks? What are your opinions on foreign index funds(I'm in the U.S.)?

Mutual funds would be your best bet.  It's like buying a ready made portfolio.  I prefer actively managed funds compared to index funds.  Same for foreign markets.  Funds like TAVFX -Third Avenue Value Fund, own a good deal of foreign stocks.  Only problem is Marty Whitman is up there in age, so there might be succession issues, Just as with Warren Buffett.

Unfortunately, the best mutual fund to buy is finding the next Marty Whitman, or Ken Heebner who is relatively undiscovered.  The more well known they become, the more money they have to invest, the harder it becomes to earn bigger returns.

But even the best managers can face short term set backs from mr. market and just like stocks the best time to buy mutual funds is when they are suffering some of their worst performance.

Thanks for the link to that CNN/Fortune article on Ken Heebner.  I've had a position in his CGM Focus Fund (CGMFX) for my Roth IRA.  I started it on the 8th of April, only two months ago, and it has already returned a sexy 11.6%.  The man surely seems to know what he's doing.

Glad you liked the article.  I did when I first read it.  I don't own any of Heebner's funds but he appears to have the perfect funds to own.  His high turnover rate kept him off my radar screen.  That means it's hard for you to follow his trades, all the more reason to own his funds. (I'm a piggybacker)

It's times like this where the "Real" Gems are uncovered and Heebner appears to be one.  He's definately a manager you'd want to be in bed with.  But I'll hope for a better entry price.
