not totally, you have to use electrolysis to turn the water into HHO (hydrogen, hydrogen, oxygen). This process takes electricity, and you don't get the same amount of power out of the water you invest into it to turn it into HHO. A great idea though, especially if you can charge the batteries using wind turbines.

well yes , electrolysis , but that is from the cell , and battery , the battery will be charged everytime you start it. water is what you use
like with Colloidal Silver
the same basic process is used there

the process ive read about , the battery is charge. already , and would have something like an alternator or your wind turbine idea. a full hydrogen , not hybrid , wouldnt need electric plugin

Its an exciting prospect. There are some major problems that must be overcome before it is implementable and available for the mass public.
First, like others have said, you still need electricity to perform the hydrolysis. So unless all 'green' sources are used there will still be a carbon footprint.
Also, there is a massive cost associated with Fuel Cell engines. One of the primary costs going to platinum catalysts. It is not going to be economically feasible for some time for the common man.
They require high temperature for the fuel cell to run efficiently (>90% in some cases). This causes a few problems; they must first be warmed up before they are driven which takes time and there are obvious safety concerns of driving a vehicle operating and holding that much temperature.
Also, they are limited in the distance they can cover, currently they are not long distance, this can be overcome by attaching hydrogen tanks. But the volatility of pressurized hydrogen gas is a huge safety concern.
There are some serious logistic, technical and financial problems that must be overcome but this is a field that very much interests me and I hope to see it implemented in my time.

even if it is a hybrid, you will still have to input energy into the motor. You cannot generate enough electricity to perform the electrolysis on the water, then burn they hydrogen, and get enough electricity + power to move the car...this would imply free energy...of which there is no such thing.

Water vapor is a green house gas. Its unknown how much we could saturate the atmosphere with water vapor, or if it would just rain more. It would probably be a combination of both - extra green house gas and extra rain.

Well the release of water vapor seems like minor issue as direct hydrogen fuel cell engines release less water vapor than combustion engines and none of the carbons.

I dont think that is true. How could a car that runs off of only hydrogen emit less h2o than a car that runs off of a mix of hydrocarbons?

You need more energy to create the hydrogen and oxygen than it is later released by combusting them. So, forget it.
