Just use metho and dilute it down to 75% with water.

Doesn't metho leave a (toxic?) residue?

It shouldn't. As far as I know, the ingredients are 95% ethanol, 5% water, and denatonium, which isn't toxic. Another recipe is 95% ethanol, 5% methanol, but that's not as common because it's poisonous. But methanol evaporates just like ethanol, so that recipe wouldn't leave any residue.
Either way, I reckon metho won't leave any toxic residue. But I wish I knew the exact composition of it...

Yeah ok. I know when I use it it leaves a white powdery residue but have no idea whether it is toxic or not. Isn't it supposed to be poisonous to stop people from drinking it?

Hmm that's a bit suspicious.
It used to be poisonous to stop people drinking it, but people were drinking it anyway and getting poisoned which isn't a great situation. So they replaced methanol (poison) with denatonium, the world's most bitter chemical.
This is all "in theory", I don't 100% know the composition of the various brands of metho, despite all my efforts to find out.

Hydrated lime is used to make mortar for brickies. I'm sure it's readily available to anyone. Hope that helps Juke.

which one? ag lime you can get here but it's not hydrated, while the hydrated lime you can can get is not agricultural. it's a mess. seems near impossible to source agricultural/horticultural hydrated lime here, but i'm determined to do it.

You can buy iso at bunnings or another equivalent in the paint section. Water and methylated spirits produce some nasty stuff when mixed together, so don't do that.
Good luck
