Changing Keystroke Associations

Okay, so, like, the "H" key, when struck, types H. Right? 
Seriously though, I'm wondering if there is a way that I can make it so that, for example, I press Alt + Shift + A, or a similar combination that doesn't already produce a letter, it will type "Ǎ". I'm learning a new language and I'm told the keyboards that come with keys for letters not in the English alphabet are really fucked up, but the time it would take to copy and paste them when necessary.
Is there any program or something I could use to change this? I checked around character map but there wasn't any way of doing it from there. Running XP. Any help is greatly appreciated.

Also check out How To Use the United States-International Keyboard Layout in Windows XP. The layout was basically made for this this purpose, it adds shortcuts for international characters when using a US keyboard.

Well, you can make those associations in word. But for general use (internet, chat, ect), i can't think of anything.

The codes that they list on that website work, and I knew there was a way to do something like that but had forgot it. The ones I'm looking for aren't on that site though, and in the character map, at the bottom it has like a U+0000, and I assumed that maybe those four numbers was the code, but the letters they produce aren't the same. I guess I'll keep searching for those specific codes on the internet, or look more into that program you posted.

Here is the script that does what you want:

Install autohotkey, then create a file, and name it for instance replacetext.ahk
Then edit it with a editor, copy and paste the script from the above page into replacetext.ahk, save and then double click it. Select your Unicode text and press F12 to copy hex code for your text, than use PutUni("<your hex code>") in your script to send it.
The code to get you your ă would look like this, since c483 is the unicode representation for ă:

This replaces aaa with ă as you type anywhere in windows.
