Calling overseas (need help)

Does anyone know of a way to call overseas (specifically a cell phone in Albania) for cheap (or free)? The cheapest rate I could find was using a computer to call his phone through Skype for ~25c/minute. Thanks.

PS: I am in the US.

phone card?
when i was making a lot of over seas phone calls last year I called my phone company and set up a temporary plan thing where it was a reasonable price

Thanks for the feedback.

Too bad futurephone went out of business; they had a pretty good scam going. It allowed anyone to call internationally for free by dialing an exchange number first. Read more about it here.
