Yeah I don't know what kind of computer you would want for 300-400, but I'm guessing it will suck and be a piece of shit 6 months from now. Me I was looking at a hardcore gaming PC last year and I was going to spend over 2.5k on a prebuilt one.. then I looked up the parts and I realized I could build a BETTER one myself, with MORE ram, a FASTER processor, MORE video card power, MORE hard drive space, and BETTER components throughout, for about 500 bucks cheaper. So I guess it depends what you're after. If you just want a piece of shit metal box with generic parts to surf the internet with.. sure go buy a $300 HP or Dell, but if you want a high end piece of technology, building it yourself is the only way to go.

maybe we should all chip in and build a shroomery super computer or something. figure out how to make making acid easier or...perfect weed brownies!!

it you're seeking a career, A+ is the least of your needs, monkeys can read a post code, how many beeps during post suggests a memory error on an award bios, which is the most confusing (that's phoenix), PCs are easy, I went from auto mechanics to PCs in a short time, played with DR-DOS, MS-DOS, Unix, SCO Xenix, VMS OS, all in the first 6 months, within a year I was doing circuit board repairs and turning SIMMS into SIPPS and vice versa
I still have no certifications, nor does a friend of mine that now heads the IT department for the 5th largest telecom in the Domican Republic... Certification isnt for someone that's just building a few for himself and friends, it's for the guy that wants to build a career

GREAT site. good review system, and GREAT fast shipping. amazing prices too. ...at least in my experience. ive ordered from them many times. always great.
make a list of the essential components and the optional ones, and start a budget. start picking parts and play with different builds in your budget. make an excel to do this. then when youre ready, order.
case motherboard cpu cpu heatsink/fan hdd RAM video card sound card powersupply (if not included in case or if you need more watts than that included) disc drives keyboard mouse monitor extra fans for case speakers ribbon cable if you need it
water cooling system 
i mightve left some things out, its been a LONG time
