What did I do wrong? WBS to coir

Okay first let me say this is not my pic, I found it in another thread and it looks similar to the problem I am having so I borrowed it.
Ignore what is circled there, thats not what I mean. But if you look at rest of the picture and substrate, thats what mine looks like after 10 days, even a little less colonized.
I spawned 1 and 1/2 quarts of WBS to about 3 inches of coir in 12qt boxes. Including a frosting layer across the top. Well this frosting took off right away and colonized after like 24 hours and all the seeds are very white, but progressively away from them it gets less and less and looks just like in this pic.
The coir is not colonizing. I took a portion out and broke it open and it smells earthy and nice but its the same story on the interior. WBS seeds are good and white but it doesnt continue away from them. There are strands of grey and areas where nothing has happened at all.
This being my first attempt I guessed this is cobweb of some sorts but then I read it only forms on the top? Well as I said the inside of the sub looks just like the top.
Is it just weak mycelium or is it cobweb? Is the coir too damp or too dry?

I have only done rye to coir, never wbs. The picture looks too wet to me. My coir doesn't get nearly that dark. If it's too wet it becomes hard to colonize. When I pasteurize a block of coir I add a little less than a gallon of water to it and it's very hard (but still possible) to squeeze out any.

I agree with the other guys, more than likely your coir is still too wet. That "frosting" layer on top hurt more than it helped. I don't wanna take a shot at your technique, but I'm guessing you didn't mix the colonized wbs and coir all too well.
The only thing that should've been on top of your mix is a combination of verm and coir, or straight verm. Coco coir is not, by itself, a true casing layer in the eyes of many pros.
You could try heating the mix with a space heater over time to dehydrate it, then cold shock and rehydrate slowly. This would of course take longer, but there's still a chance you could nurture it back to health. Just watch the temp while you're dehydrating the mix, otherwise you're throwing away everything as well as your time.

Okay, thanks very much for the response. I also used one brick between two tubs, and added exactly one gallon of water. When I squeezed it very firmly quite a bit of water did drip out but if I squeezed lightly nothing came out. And to think I thought it was too dry when I was doing it. I think I'm going to have to use maybe 3.5 quarts of water or something. Anyway, thank you.

Um dont feel bad taking a shot at my technique, I am here to learn so I appreciate the advice. Like I said this is my first time so I am just following along, been using Oatmans tek http://www.shroomery.org/forums/showflat.php/Number/6004845#6004845
He says to use a frosting layer in there as a contam barrier, but I've also read a lot of people saying the opposite. I will try it without next time around.
I actually thought I did mix it well, I really took my time but I think next time I need to use more WBS than I did, in addittion to not so much water I guess.
I am going to try drying it out though so thanks for the good idea and helpful response.
