dots on b+?

my friend has some white dots on his b+ caps and read in some tek that little dots of myc will grow on the caps if humidity is too low, were not experts so we didnt know if it was myc or warts, and untill now i just looked at a ton of pictures, and saw alot of b+ with white dots on the caps, is this normal?? so anyway he added 3 more inches of perlite on his 4 inches he had before. and has been misting heavily at least three times a day, can this hurt anything? the chamber seems to be extremely moist and everything is practicly saturated with water, but the dots still appear. he can wipe them off with his finger. is there anyway to tell if its myc or warts? i can't get any pictures up, im not at his house and dont have a good camera. also there is other mushrooms in a different chamber of his that dont have warts or myc on the cap, he transfered thoose to his main FC and still havent seen white dots appear. its his second grow with b+ and didnt see dots last time.

The white dots are probably (no pic) just what id called the universal veil. It surrounds the young mushroom for protection and as the mushroom grows, it breaks thru this layer, often leaving little white spots.
If he can wipe them off I'm fairly confident that it's the universal veil. 
Nothing to worry about.

To tell you the truth the white dots on the cap just make them look more chronic!
