someone explain this simple little phenomenom

i shave with an electric razor and all the whiskers pile up inside of it. i regularly dump it out, as per the instructions. i usually just dump it out in the toilet, and when i do, the whiskers will very quickly spread out across the entire surface of the water. why does it do this?
it's not like it slowly and lazily spreads out. it's like within a single second it'll just spread out to cover the whole surface. it's actually kinda wild looking. i figure it has something to do with the cohesive properties of water molecules, but i can't quite understand why it spreads out that way so quickly.

A small experiment to try.
Get a bowl of water, get your pepper grinder and grind pepper onto the water surface, then put a tiny drop of washing up liquid into the middle of the bowl of water...

or you can put a small amount of water on a counter and sit something on top of it and watch it slide all over the place without you touching it.

It's surface tension that keeps the hairs on top of the water, however surface tension doesn't cause them to spread apart evenly. My guess would be that the hairs pick up a charge either in the process of being shaved/scraped off your face, or once they're inside the trimmer. Then when they get to the surface of the water they repel each other and distribute themselves evenly across the surface - the lowest energy configuration possible for the hairs.
