I was thinking that people who entered get something out of it ..
There was an episode of SLIDERS where the crew ended up in this unviverse where you could roll up to ANY ATM and pull out as much FREE cash as you wanted... 5 bucks.. 100,000 bucks, etc... The only thing that they didn't know was that every dollar you pulled out put an extra ticket into the monthly "Lottery" for you. One of the dudes won it and they treated him like a king that night but in essense the "lottery" meant you were executed at the end of the night. This practice was to keep the human population under control.
Kinda reminds me of the episode.

as soon as 10 people enter a counter starts for X amount of days then at the end of X amount of days someone is banned

I know what you mean suimush...but I think a year w/o the shroomery wouldn't be too bad. I could certainly not do it by power of will but after a while I'd get on without it if I was forced to.
