I used to work in the "retention" dept of a cell phone carrier and had calls like this all the time.
99% of the calls people were just wanting to get some type of free service by saying they wanted to disconnect, so I would never offer anything at first. I'd say "I'm sorry to hear that, I'll have it disconnected in a few moments" then they'd be like "oh, wait wait wait! I don't really want to disconnect, I'm just upset over *whatever*" and usually I could fix whatever their problem was without offering money. I was one of the best agents b/c I had a high percentage of retention but didn't give away too much money... and if someone kept talking over me like that, they went on hold while I disconnected their account and I put a flag on their account for fraud so they could never have another phone under that SSN again.

sounds to me like fraud, denial of services and a few other civil liabilities committed on your part, if they were smart they'd have sued your company, subpoenaed the records and made millions
