My Friends 13 "MONTH" Son Hit a Bong

That got your attention!
It's not exactly like it sounds. She allows the kids dad to take him half the week and he has been coming back with a bad cough. Not only that but today she caught the kid with the bong sitting where it was left sitting on the floor with his mouth up to it and a lighter in his hand.
She has never smoked a bong or weed for that matter in the same room as him, so obviously he gets high with daddy 
My Question is what the hell can she do about it? Should tests for THC be done, Whats a good test. Should she confront the father and risk exposing that she took her eyes off the kid for a few second and he found a bong... For the first time to.

I was right around that age when I started smoking.
However, it is definitely inappropriate for an adult to either assist or leave the required elements unattended.
It is possible that he just has friends in the area of his father that he smokes with.

not that big of a deal, just talk to the kid. i was burning at that age.
cant forbid him if his dad allows it, make sure he can make responsible decisions about use.

13m as in a 13 month-old infant or as in a 13 year-old male? Assuming it's a 13 year-old male, if the mother is having a problem with it, I'd have her talk to the kid and the father.

lol, But seriously the kid is fucking smart.
He had the bong and a lighter and he set the bong on the floor, and he put his mouth on it with the lighter to the bowl and pretended to hit it.
