Does it always do that, or does it start to appear after a while? Does it do it in all graphics modes, or just high resolution? Do you get it in BIOS, or just when the OS is loaded?

Initial guess is heat, cold solder joints, or bad video memory.

never in general applications, only within 3d applications. for example if I run milkdrop winamp plugin in a part of the screen (not fullscreen) it's only in that part of the screen.

It is the type of glitching commonly seen when high end video cards are overclocked and run too hot.

hmm that can be seen in bios settings right..

I once bought the computer from a guy who probably overclocked it..

I had this program that could tweak these settings, going to try and find it now so I can restore default values (ATItool, installing right now)

Your video card is most likely fine. And yes check if its overclocked.
Basically all ATI Radeon cards will find some way to piss you off. In my experience you tweak it to get something else working smooth then another thing that used to go fine goes like arse. Ati drivers suck, i hope AMD (which have taken the company over) do a better job for the sake of its customers. Heck you may even just need to update your drivers.
Nvidia ftw. quite reliable IMO

Btw, love your avatar!
