Sure it is....
Meditation is being physically still while the mind is mentally still, ie, concentrating on nothing for as long as possible while not moving....

How is that different from the normal stoner mind state?

The goal in making your mind "still", is to turn off that constant conversation/chatter in your head that is almost always present.... As simple as it sounds, I found it very difficult to do.... And on the times I did succeed, I found myself waking up a little while later....
There are methods of meditative breathing, or counting, or repetitive chants that can help with clearing the chatter.... If you are interested, do a search - there have been many threads on the subject in this forum....

Making the mind still while the body is active is also good meditation...like Qi Gong.

This is why I said the shroomery isn't the place to learn meditation. Ask some experts on the subject and read some books. The goal of meditation is not to quiet the mental chatter as the above poster mentioned. The goal is to anchor your everyday activities with an ever-present state of observation, or witnessing. This is achieved through meditation, which is a method where you sit or stand in a prescribed posture, completely still, and allow thoughts to float in and out while observing them.
That's a more accurate description, but like I said, consult an expert, don't rely on our information.

And evil intentions hinder one to develop those abilities by and in oneself.
You think? Given some 'superpower' would you use it for evil? If so i'm sure you would use what power you already have for evil.
The guy does seem to be generating electricity, take a look at the link i posted:
http://www.martialdevelopment.com/blog/how-to-shoot-chi-bolts/
It looks pretty similar to me, and also sounds possible given that electric eels can apparently generate shocks of 500W using cells that are modified muscle cells. Hopefully someone who knows more about biology than me can comment on how this might be possible.
Of course stay skeptical unless it can be proven but this sounds a lot less far fetched than others i've seen.
nah, electric fish have crazy amounts of the specialized cells, and the shock only works well cuz its in water
if you had a 500 volt potential on your finger it wouldn't do shit, much too small
air and your skin are much too high resisters. You could prolly give someone a shock, but no flying beams of electricity or anything

That is one accurate definition.
Which method of meditation do you practise or find most effective?

Yeah apparently about 80% of their body weight. How does being in water (salt water even) help? Won't the charge leak to ground whereas in air it's got nowhere to go?
I'm just wondering what it is about these cells that produces that effect while muscle cells, which should also become negatively charged on the outer cell membrane during contraction, apparently do not? I guess it's simply that the charge is neutralised before it builds up to a significant level, but why!?

Clearing the mind is only the first level (samatha). Afterwards one may continue to second level (vipassana) which is observation with clear view.

if both of these are legit then i think i may of experienced that. i first treid to focus on absolutely nothing and after kinda listening to my breathing without a thought i got a jumble of completely random thoughts.
it filled me with energy and with nearly 5 hours of sleep for the entire day i was filled with a desire to DO something.
it felt amazing and great. cleared my mind up.
just like when i recieved my first massage. (except after the massage i had a clear mind for like 4 days.) from my sister who is like really in tune with her body and energy kinda stuff. i highly recommend it,

Now you just have to control those jumble of completely random thoughts I mean, the silencing in phase 1 is also meant to get a better control over ones thoughts, by identifying them, for better handling and even invoking them constructively and clear in phase 2 .
