A California Initiative to Fully Decriminalize Marijuana:

Among the other California initiatives that are being circulated right now in an attempt to get enough signatures to put them on the November ballot is initiative 07-0067which is summarized as follows:
Decriminalizes possession, cultivation, transportation, distribution, and use of marijuana or hemp. Provides persons convicted or serving time for non-violent offenses involving marijuana be immediately released from prison, jail, parole, or probation, and be eligible to have their convictions erased. Provides no permit, license, or tax be required for non-commercial cultivation, transportation, distribution, or consumption of marijuana. Allows doctors to prescribe or recommend marijuana to patients, regardless of age. Prohibits testing for marijuana for employment or insurance purposes. Bars state from aiding enforcement of certain federal marijuana laws. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Savings in the several tens of millions of dollars annually to state and local governments, which would no longer incur the costs of incarcerating and supervising certain marijuana offenders. A potential increase of a few million dollars annually in the cost of the state’s Drug Medi-Cal substance abuse treatment program.
Needless to say, this would be a pretty dramatic change in California law, and it might well implicate some of the federalism issues that California's more limited laws on medical marijuana have so far skirted. This initiative has its own myspace page.

I asked Dale Geiringer from NORML about this and he told me that they try to put it on the ballot every time, but it doesn't really have much chance of passing, so he wouldn't advise spending too much time to gather signatures.
It would be worthwhile asking Jack Herer how many signatures he has so far.

how do you get an initiative on the ballot in your state? and why doesnt every state get a decrimilization initiative going. some polls ive seen show that between 60 and 90 percent of americans think marijuana should be legal
