At the time I was running a coolmist 24/7, and an ultrasonic for 5 min every 4 hours. This would keep the humidity around 85-90 ish (multiple analog hygrometers).

You had a coolmist running 24/7 to a 20 gallon chamber and still dried out? Plus the ultrasonic? WOW! My vicks v400 SOAKS everything in my greenhouse if its on for more than an hour or so.

It was wet in there, but the casing still dried out. I thought since it was such a small chamber and such a lot of air moving through it maybe that air actually took the moisture out of the casing.

If your casing was bone dry something is wrong, the casing and the environment it was placed in should reach an equilibrium of sorts.

Since the tank is small, have your coolmist/ultrasonic turn on at the same frequency and same timeframe, maybe as little as 4-5min.  You can easily get away with once every 4 hours.  Just adjust the time that they are on so that the hygrometer in your tank stays above 90% all the time.

Less is more in your case, I think.
