Pressure cooker problem

Ok my pressure cooker has a 'safety lock' that remains open when the pressure cooker is in use. The lock doesnt pop up when I am using the PC, and steam is coming out of it. After I am done cooking, the steam releases for 15 seconds or so, and then there is no more pressure. Is this thing working?
-there is no pressure indicator
The pot seems to have a mechanism that forces this lock open when I shut it, but like I said, the pressure from cooking doesnt seem to be pushing the lock back up, sealing the pressure in. Also, if I have PCd my jars wrong, and do it again, is there a chance I can over pressure cook my jars/substrate?
I found some problems similar to this in some other posts but still couldnt get an answer.

15 psi would not go back to 0psi in 15 seconds. So i would assume that your p cooker is a piece of shit
-------------------- Stop experimenting half way through your first grow. Grow it to maturity, watch it, learn from it. Do this a few times then experiment with different ideas and figure out what works best for you.

lol, do you have the rocker weight on the tube? I'm guessing it's a presto since mine has the same lid lock mechanism you are talking about. How about some pics?

it was a phillipe richard pressure cooker. they sell em at sears. mine was busted cause the safety lock kept opening when i twisted the top onto the pot, so I shut the lock, cut the switch that opened it, and now its just stuck in the closed position. works just fine now
