I know that they have them on Amazon now. Also that if you're connecting to both the turbines and the local power grid you need to make sure you're not 'leaking' energy into the grid in case someone goes to work on what he thinks is a dead line only to find out it's not. That's about it though.

you can't really just have a wind turbine in your back yard or anything. unless you have a lot of wind and a big field. placing a normal turbine on the top of your house isn't really recommended either because of the vibration that it gives off.
i've heard of turbines that have a ring around the circumference of the blades that reduces vibration, but I still wouldn't want one on top of my house. maybe a barn or something.
if you want renewable energy and want to save on electric bills and such, wait a few years and invest in pv solar panels and solar thermal panels. i'm pretty sure pv solar panels are only 20% efficient right now, so waiting to invest in something so expensive would be wise.

check out the turbines used for sailboats

check out this company.
http://www.pacwind.net/
they have some very innovative compact designs. many of them are silent(do not go whoosh whoosh whoosh ) and only require 5mph wind to function. many can function up to 100mph winds.
as soon as me and my fiancee buy a house i will be installing some of these and some solar panels.

water mills or whatever their called are consistent. i'd also imagine putting one of those windmills through a tornado would be pretty badass as well.

problem is the volume of water needed for a water turbine, start reading the specs and you'll notice something referred to as head, if it read 100 feet, that's how much depth you'll need for a pond/dam to feed it consistently. if a drought manages to dry the feeder streams then you'll also lose what's being held by the dam if you keep feeding the turbine
best vertical axis turbine (savonius) on the market, as little as 5mph for starting
