Is Steam Colandering Straw Just Too Hot for Pasteurization?

I live close to a "Dollar Store" where they have aluminum colanders up to 64 quarts for very, very reasonable prices.
I would rather not fill it completely and heat so much water if there is a way to pasteurize with the steam of the colander.
If the answer is some type of oven bag tek, I guess I would have to look at the trade-off of energy to get the bags to the pasteurization range versus heating up tons of water.
I want to figure out how to use the least energy and or create the least pollution.
I have ran across threads about chemical pasteurization/sanitation using things like lime or bleach...
What do you think?

One somewhat efficient way might be to reuse the heated water by straining out the straw with a polyester laundry bag and then putting in more straw...just like so many common teks but with reuse of already heated water.
I think I like the cooler insulation teks better...Get the water somewhere toward the top of the pasteurization temp range and dump into a cooler with the substrate and let sit for an hour or more...seems much smarter and more efficient than running a burner for 1.5+ hours or an oven for 3+

Hmmm, I may try to find a way to try out solar pasteurization:

the energy used to boil the water to the point it's making enough steam to kill any microorganisms in the straw would be better suited to simply pasteurizing the straw through normal means

Yes, that makes sense. As I recall, it takes twice the energy to make steam as just getting water to the boiling point temp.
However, if using steam, I would think only a very small amount of water in the bottom of a colander would have to reach the temperature instead of a whole giant pot with all the substrate swimming in it.
