Manufacture a tobacco cigarette with a legal additive that smells similar to marijuana.
After the first 100,000 or so busts of a legal substance are thrown out of court, then we can smoke whatever we want in public.

I remember hearing somewhere about a protest where ~100 people walked into a small police station confessing possession of marijuana, police couldn't arrest them all so let them go free. Essentially because there were so many smokers, everyone could legally smoke around the police for a short while.
If all the tokers in the world got together one day a year and lit up at the same time in public, ain't shit they could do!

Probably, but that wouldn't have any effect on drug policy. I've never encountered many problems smoking in public.

A lot of people smoke the herb mugwort, and it smells quite a bit like pot when it is burning.

A good idea but I bet they would use that as a reason to ban them.
Its amazing what laws they can bring in now. Freedom seems long gone in replace of fear.
The patriot act for example.
Overgrow is a good idea too.
If everyone planted hemp everywhere and cannabis that would probably be impossible to eradicate.

In most states 95% of outdoor Cannabis plant seizures are ditchweed, my state is above 98%, IIRC.

hemp isnt legal to cultivate in the US without a special occupational tax and some stipulations like the plants have to go to seed

A cig you're talking about is called "Cannabis Free"... comes in a black pack with a big green pot leaf on it, it has catnip in it which smells a hell of a lot like pot when burned.

I once read that it had something to do with paper and fabric industries, and lobbyists from those given industries.
Makes sense - you'd put a lot of stupid, rich people out of business by introducing manufactured hemp wide-spread.
