Growing San Pedro and Cutting

Ordered some San pedros and each is about 16 inches. Its winter here in Virginia, and Im guessing it would be best to keep them dormant for winter right? Unless i wanted to use 1000 watt lights for the winter and thatd run up the bill a tat.
If Iam going to cut any of these, where would the best place be to cut? All of the cactis have roots at the bottom, should I cut them at the top and use the top in "preparation" and leave the bottoms to root later?
Any help or advice is appreciated very much.

Personally I would eat the top 10 inchs of my 16in cactus and put the bottom part into a pot and set it in a window.
Since it's only going to pup it will be fine to water it and bring it out of dormancy.

What do you mean, its only going to pup? Since its winter wouldnt it be best to keep in dormant in the winter?

Well...It's not going to go into adult grownth if you top it...
It's fine to let it pup in the winter, but you wouldn't want an adult cactus to grow indoors during the winter, but it's ok to let your cutting pup.
I'd bring it out of dormacy now, so it can pup now and start adult growth as soon as gets outside in the spring.

It would probably make the most sense to keep them dormant. You would ned lights to keep them out of dormancy without etoliating. If you have them going and have room it might be worth it. Otherwise, keep them dark, cool and dry.
