ok ive tryed everything to cool down my terrirum. question: would this work, set it up like a fish tank heater incubator only turn the heater down to 74 or somethin like that. would that work or not?

No, that won't work. There's no refrigeration unit on a fish tank heater.

well the temp in my terrarium wont get below 82 degrees. ive put ziplock bags of ice in there but the thing melts in no time and dont help at all. any suggestions?

82 is probably acceptable for what you're doing. You might need to cold shock before putting your cakes/casings in there, but it ought to be OK anyway.
There has been some speculation on how to cool down a terrarium. The most reliable way I can think of is to construct a flowing heat sink using a bunch of coiled tubing, a separate fish tank, and a water pump. Most people feel that this is too much trouble, however.

Cooling is a lot harder than heating. A/C, evaporative cooling, and ice seem like the only reasonable methods that I can think of. If you have A/C, turn it up and pay more for power. A fan blowing on a wet towel or ice water may help a few degrees, but you'll have to tend to it several times a day to rewet the towel or put more ice in.

If one were to use the evaporative cooling in conjunction with the water pump and fish tank, it would be automated and maintenance-free (except maybe to add water as it evaporates). One would simply have to run the water down a finely-pitted piece of plastic to break the surface tension and speed evaporation.
Alternatively, one could run water through a resoivoir inside a small refrigerator. Like an actively-cooled radiator.
