Electric Kool Aid Acid Test question

ok im half way through reading the Electric Kool Aid Acid Test and so far it's pretty good. But if anyone has read it, it talks about how what we perceive right NOW is actually at it's quickest 1/30th of a second in the past because it takes that amount of time to go into your brain and etc. I've been searching google for articles or actual numbers to see if this is true. well, is it? it sounds true but i want to be able to say it really is- not by reading this book though lol

Everything works from some kind of delay. Our reactions, the time it takes to process input signals, the time it takes Shroomery to accept a reply, even the speed of light.
Everything is delayed.

So what we need here, is an "insider", looking out.

Still a great book.
Wolfe is an awesome writer.
At least, he used to be.
His last few books were garbage...

I think the time you gave is the time it takes to perceive an image AND react to it. To just perceive something might take a little less than half of that. Just guessing though.
