Anyway to separate these two?

P.torch and Silene capensis (African Dream Root). It came like this, and I just let it grow. Now under the MH, the African Dream Root is really taking off. I want both to survive, if not, should I take clippings from the ADR and kill the mother?

On a cold day, if you gently tip both of them out and gently tug them apart, this should minimize damage to both plants. But this should be done only if the ADR is a hearty plant. It looks fairly weedish to me.
Dry the cactus's roots over night and replant the cactus into dry mix for a few weeks until its roots heal before watering.

Just loosen the soil a bit and take the cactus out.

It's a seedling so it can go straight back into a moist medium.

Do they have heartier roots as seedlings? I always thought that if you damage a cactus, especially its roots it should be left to dry and heal before going into contact with any soil.

Cactus seedlings don't have much roots so they're easy to dig up and transplant without any damage. Even if you rip off all the roots (which wouldn't be accidental) you can still plant them straight into a moist medium and they'll most likely be fine and just grow more roots. Cactus seedlings like moist soil, they dislike dry conditions.
The roots are kinda like threads or thin ropes so if you somehow found a way to damage them I think they'd be a-ok going straight back in the soil because it's not like they're gonna callous or anything. Damage to the stem however definetely needs to dry and callous like you said.

i agree even if it was a big cactus there is no need to dry the roots, or wait to plant.
just up root the cactus carefully and plant it in a different pot
poof magic
