Nope. The US Coast Guard patrols waters clear down into South America. I'm not an expert on admiralty and maritime law, and it may be that the USCG is operating with permission from the South American countries.
My understanding is that if you are in international water, then you are bound to the laws of state for whatever flag you are flying. If you don't fly a flag, then you are a "pirate" allowing any state to claim jurisdiction over your vessel.
(By state, I mean governmental body, not a US or EU state).

I think you could make MDMA in international waters and not be charged for it but...... getting back to land you would be charged for smuggling

my understanding is that international admirality law is pretty wide open. THe US just has customary provisions that it has adopted, there aren't really any set rules that it is bound to other than its interpretation of what's tacitly excepted by the world.
Even if it isn't a crime to make drugs in international waters, they'd likely charge you anyways, claiming you intended to import the drugs to whatever country is convienaint. The DEA leads actions where they charge folks all the time clear down in south america, w/ no proof of where they came from or where their going, and I wouldn't be surprised if some of those were US prosecutions.

Hmm weird, cause i know there is no drinking age in international waters. When i was younger i used to go on cruises all the time and get hammered.

Most cruise ships in my neck of the woods are registered to Bahamas, Bermuda, Panama, Britain, or the Netherlands.

I would be shocked if there was an international waters drinking age agreed upon by any countries, why would they bother?
cruise ships probably adopt the age of majority or the drinking age of the country of derparture out of convieniance and so as not to invite lawsuits when the kiddies drink and jump of the fucking ship at 4AM... someone's gotta think of the children ya know

There are actually some very interesting rules/treaties for the international space station regarding what countries law applies to what parts of the station. Mainly for liability and patent ownership purposes, but interesting none-the-less.
