Did everything right, still no pins :(

Quick rundown of my setup:
Monotub - Mazapatec birdseed jars spawned to locally farmed hpoo [pasteurized for two hours @ 150F, mixed with perilite/vermiculite]. Sat in dark @ 70F to incubate till well established [8 days]. Cased using miracle grow peat moss [pasteurized at 160F for two hours], verm, perilite, gypsum, hydrated lime, PH tested to be ~8 [7.5-8.5]. FAE/light introduced after casing halfway colonized [5 days], 12/12 5200k lightcycles, impeller humidifier once every hour at a steady RH of 96%, temps at 60-64F. Its been 20 days and it appears as if it has stalled, no new growth, mycellium seems fuzzy, no sign of pin growth.
Ok, so what did i do wrong?

Up the temp a few degrees. See if that helps. Once in a great while, you'll get a non-pinning strain. Just happens.

Looks to me that your casing layer is dry due to the surface cracking...

Hmm... come to think of it the RH in my place is 30%, the humidifier might actually be struggling to maintain humidity and could use some help from misting. As for the FAE, it goes 15 mins every hour. The holes are taped up from a previous setup where 8 1" lightly polyfilled holes provided too much resistance for the humidifer and forced air out the lid, so i retooled it so that there is one open hole below the impeller output for the Co2 to escape, creating a circular current. Im not entirely sure what effect that open hole is having on the casing, but the RH has been high so i cant imagine much.

Was your substrate fully colonized prior to casing? Mine usualy turns bright white with beads of water all over it before I case.

Yes, after misting it i really took notice to how dry it actually was. An overdependence on RH readings kept me from seeing what was really going on. Normally i mist and fan and all that but i wanted to give the humidifer a chance, maybe it would have worked like i wanted to if the room RH was >50%, but with RH at 30% nothing short of a ultrasonic would have kept it moist.
Thanks everyone, this really saved me.

that shit looks dry and that is the same color grey that cobweb is.
Also why is it cracked. Some contams that are not visible will not allow the mycelium/substrate to hold its self together
