No. You need pressure to sterilize grains. RR

A commercial steamer would probably work great for PF jars. If by commercial, you mean big, then you could probably sterilize a bunch of PF cakes and then just spawn them to bulk.

No..for grains the only way for proper sterilization is done with a pressure cooker

if said comercial steamer was a sealed container that built pressure up to 15 psi then yes it would, but it probably doesn't because then it would be a pressure cooker. steam at atmospheric pressure is just simply not hot enough to sterilize grains.

I'll be using BRF in the substarte. The steamer is THIS one or similar.

Also, I'm down to try 1 jar, see how it does, but I know if 1 jar is successful it doesn't mean a good portion of a dozen jars would be too.

BRF can be sterilized (not really sterile I guess) via steam.
Just use a pot of boiling water or a vegtable steamer, much easier.
BRF + verm for PF tek?
BRF alone doesn't make a good substrate. Maybe Brown Rice could be treated as grains without the endospores... I don't know though.
